Analyze the system using the Security Configuration and Analysis snap-in.
Expand the Security Configuration and Analysis tree view.
Navigate to Local Policies -> User Rights Assignment.

If any accounts or groups other than the following are granted the “Shut down the system” right, this is a finding:

Administrators
Fix Text (F-29662r1_fix)
Configure the policy value for Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> User Rights Assignment -> "Shut down the system" as defined in the Check section.
